Former governor of the Central Bank of Yemen.  Zemam served as minister of finance for two Yemeni governments between 2014 and 2015. A specialist in public administration and policy, Zemam has worked with the Government of Yemen for more than 26 years in a number of capacities, including managing several internationally funded projects.

He is a member of several professional associations including Yale University’s School of Management Alumni and holds postgraduate degrees in public administration and public policy.
